Brokers regulated by FSC Mauritius

The Financial Services Commission of Mauritius regulates the island's non-bank financial sector under the Financial Services Act 2007. Brokers offering forex and CFDs hold an Investment Dealer licence, most often the Full Service Dealer excluding underwriting category, usually inside a Global Business Company structure. Mauritius occupies a middle position in the offshore spectrum: lighter than Europe, meaningfully heavier than Vanuatu or Saint Vincent.

What the licence requires

An Investment Dealer must maintain stated minimum capital, appoint at least two resident directors, use a licensed management company, hold board meetings in Mauritius and file audited accounts. The substance requirements are not decorative — Mauritius rebuilt them after being placed on the FATF grey list in 2020 and removed from it in October 2021, and the FSC now applies them with an eye to that history.

Client money segregation is required, and the FSC conducts on-site inspections and publishes enforcement decisions.

Leverage and retail protections

There is no statutory leverage cap. Mauritius entities typically offer leverage well above European limits, though generally below the 1000:1 seen from Vanuatu and Saint Vincent entities. Client classification and suitability testing are not mandated in the European sense, and negative balance protection is contractual rather than statutory.

If a broker fails

No compensation scheme covers retail forex clients. Segregation and the firm's capital are the protection. Mauritius does, however, have a functioning commercial court system and a body of financial services case law, which makes it a more navigable jurisdiction for a substantial claim than several of its offshore peers.

Verifying a licence

The FSC publishes a searchable register of licensees showing licence type, status and the date it was issued. Confirm that the licence category actually covers dealing in securities or derivatives — an Investment Adviser licence does not authorise a firm to be your counterparty, and the two are easy to confuse when a website simply says "FSC regulated". Note also that FSC is an acronym shared with the Financial Services Commissions of the British Virgin Islands and Belize; ProForexBrokers.com lists them as separate regulators because they are separate regulators.

Who an FSC Mauritius broker suits

Mauritius suits traders who want higher leverage than Europe permits but prefer a jurisdiction with real substance requirements and a working court system over the lightest-touch options. It suits African and Asian clients well on time zone and banking rails. It still carries no compensation backstop, and that remains the trade being made.
