The Cayman Islands is one of the world's largest fund domiciles, and its financial regulator, the Cayman Islands Monetary Authority, supervises banking, insurance, funds and securities business. Retail forex brokers appear here far less often than hedge funds do, and when they do the relevant permission is registration or licensing under the Securities Investment Business Act.

What changed in 2020

Cayman rebuilt this regime in 2020, replacing the old self-declared "excluded persons" category with a registered-person status that CIMA actively supervises. Registered persons must satisfy fit-and-proper tests on directors and beneficial owners, appoint at least two directors, notify CIMA of changes and comply with anti-money-laundering obligations including a local reporting officer.

The reform matters when reading a broker's regulatory page: any firm still describing itself as an "excluded person" under Cayman law is describing a status that no longer exists.

Leverage and protections

CIMA sets no retail leverage cap and imposes no client classification regime comparable to MiFID. There is no requirement for negative balance protection, no standardised risk warning and no product intervention power directed at retail CFDs. Segregation of client money is expected under conduct rules but is not backed by a detailed client assets rulebook.

There is no investor compensation scheme. Cayman does have a well-developed insolvency practice and a Financial Services Division of the Grand Court with genuine expertise, which makes it more navigable than most offshore centres for a large claim — though the cost puts it out of reach of a retail balance.

Trading from the Cayman Islands

Residents open accounts with international brokers in the ordinary way. There is no domestic retail forex industry, so the practical choice is the same global list available anywhere, weighed on the same criteria.

What to check

CIMA publishes searchable lists of licensed and registered entities by category. Confirm the exact legal entity, the category, and that the status is current rather than surrendered. Because Cayman is overwhelmingly a fund domicile, a retail forex brand advertising CIMA supervision deserves an extra check that the registered entity is the one named in your client agreement.

Forex brokers and the Cayman Islands regime

  • Is a CIMA registration real regulation?

    Since the 2020 reform, yes — CIMA assesses directors and beneficial owners, requires local officers and anti-money-laundering compliance, and supervises registered persons. It remains a light regime with no leverage cap and no compensation scheme.

  • What does 'excluded person' mean on a Cayman broker page?

    A status that no longer exists. The self-declared excluded-person category was replaced in 2020 by supervised registration, so a firm still using the term is describing an outdated position.

  • Is there investor compensation in the Cayman Islands?

    No. Client fund segregation and the firm's own capital are the protections, with recovery through Cayman insolvency proceedings before a court that has genuine financial services expertise but is expensive to use.

  • Can residents of the Cayman Islands trade forex?

    Yes, with international brokers in the ordinary way. There is no significant domestic retail forex industry, so the practical choice is the same global list available elsewhere.
