Timor-Leste's financial system is supervised by the Banco Central de Timor-Leste. The country made two monetary decisions at independence that continue to define it.

The dollar

Timor-Leste adopted the US dollar as its official currency in 2000, during the United Nations transitional administration, rather than launching a new currency. Local coins circulate for small amounts, but the dollar is the money.

The reasoning was practical: a new state with no monetary credibility, no reserves and no institutions could not have sustained a currency, and dollarisation imported stability immediately. The cost is the standard one — no monetary policy, no exchange rate adjustment, no lender of last resort — and it binds a very small economy to the Federal Reserve's decisions about the United States.

For a resident it means funding a dollar-denominated trading account involves no conversion at all.

The petroleum fund

Revenue from offshore oil and gas is paid into a sovereign wealth fund modelled on Norway's, with rules governing how much may be withdrawn to fund the budget each year. It is one of the more transparent such funds in the developing world, with published accounts and an explicit sustainable-withdrawal rule.

The design addresses a problem worth understanding: resource revenue arriving directly into a small economy causes inflation and currency appreciation that damages everything else. Timor-Leste's structure, with revenue held offshore in foreign assets, was intended to avoid it — and the fund's depletion rate has become the country's central fiscal debate.
