Kazakhstan has done something unusual for the region: it built a financial centre with its own legal system. Understanding the two-track structure is the key to reading a broker's claims here.

The AIFC

The Astana International Financial Centre operates under English common law, with its own court and arbitration centre staffed by international judges, and its own regulator — the Astana Financial Services Authority. It was modelled deliberately on the DIFC in Dubai, and the point of the design is that a dispute is resolved under a body of law international investors already understand.

The AFSA licenses investment firms including brokers, with capital requirements, client-money rules and conduct standards on international lines. A licence there is a meaningful thing, and it is verifiable on the AFSA's public register.

The domestic track

Outside the AIFC, financial markets are supervised by the national Agency for Regulation and Development of the Financial Market, with the National Bank responsible for monetary policy and foreign exchange. This is a separate perimeter with separate registers.

The practical check follows: ask which regulator licensed the firm and get the number. "Based in Astana" or "registered in Kazakhstan" is not the same as AFSA-licensed, and the two regimes are not interchangeable.

The tenge

Kazakhstan moved to a floating tenge in 2015 after defending a managed rate through the oil price collapse became untenable — the currency fell sharply on the day of the change. It is a textbook illustration of how a managed rate ends: slowly, then all at once, with the adjustment falling on whoever held the currency. The tenge remains closely tied to oil prices and, through trade and financial links, to the Russian rouble.

Cautions

The region is targeted by schemes promising fixed returns, and Kazakhstan's genuine financial-centre credentials are borrowed by operators with no connection to them. Verify on the AFSA register directly.
