The margin requirement
Retail FX margin trading requires a substantial deposit ratio, set by regulation and raised over time after the FSC concluded that retail participants were losing heavily. The effect is leverage well below what offshore brokers advertise into the region and considerably below the European 30:1. Domestic securities firms offer the product under those conditions; the number of participants is small.
Offshore platforms
Because the domestic terms are restrictive, Korean traders are targeted aggressively by unlicensed offshore operators, and the authorities have acted repeatedly — blocking sites, prosecuting local promoters and publishing warnings. Soliciting Korean residents without registration is unlawful, and intermediaries who recruit clients for offshore platforms have faced criminal liability.
The consequence for a trader is the familiar one stated plainly: an offshore account offers leverage in exchange for no supervision, no compensation, and no Korean forum for a dispute.
Foreign exchange rules
Korea maintains reporting requirements on foreign exchange transactions and overseas accounts. Remitting funds abroad involves declaring the purpose, and holdings above thresholds are reportable. These obligations sit on the resident regardless of the broker's own compliance.
The won
The won is not freely deliverable offshore in the way major currencies are, and much of the offshore market trades it as a non-deliverable forward settling in dollars. Korea has been progressively liberalising, including extending onshore trading hours to improve global access, but the currency remains structurally different from a free float — its offshore pricing reflects that, and spreads widen sharply outside Korean hours.
