Uzbekistan's financial system is supervised by the Central Bank of Uzbekistan, with capital markets overseen separately. The country has been reforming rapidly since 2017, and the single most consequential reform was monetary.

The 2017 devaluation and unification

For years Uzbekistan maintained an official exchange rate alongside a substantially weaker black market rate, with foreign currency access rationed. Businesses could not convert freely, importers queued for allocations, and the gap between the two rates was enormous.

In September 2017 the som was floated and the rates unified, with the official rate moving roughly to the market level overnight — a devaluation of about half in a single step. Currency conversion was liberalised for individuals and businesses.

This is one of the clearest recent illustrations of a principle worth carrying into any currency analysis. A controlled official rate does not eliminate a currency's overvaluation; it postpones and concentrates the adjustment. The parallel market rate was telling the truth for years while the official one was a policy statement, and unification simply recognised what was already the case.

Since then

Convertibility for current transactions has improved substantially, foreign banks have entered, and the capital account has been opening progressively. Conditions are materially better than a decade ago, and they continue to change — which means specifics should be confirmed currently rather than from older descriptions.

Retail trading

There is no established domestic framework licensing retail leveraged CFD brokers, so residents who trade use foreign firms, and the licensing jurisdiction's rules and compensation arrangements apply entirely. The central bank publishes warnings about unlicensed financial activity.

Rapid liberalisation and rising incomes attract schemes promising fixed returns, often through personal networks. A guaranteed monthly percentage is not a trading result, and payment for recruiting others identifies a pyramid whatever it claims to trade.
