The Cyprus Securities and Exchange Commission licenses more retail forex and CFD brokers than any other EU member state, and because a MiFID licence passports across the EEA, a great many traders in Germany, Italy, Spain and Poland hold accounts with Cypriot firms without particularly noticing.
Why so many brokers are here
A combination of an English-language legal system, a favourable corporate tax rate, an established professional services industry, and a regulator that built specific expertise in the sector early. None of that is improper — a CySEC licence is a real MiFID II authorisation, carrying the same rulebook as a German or French one, and it is not comparable to an offshore registration.
What it does and does not give you
- Full ESMA protections: 30:1 leverage on major pairs down to 2:1 on crypto, negative balance protection, 50% margin close-out, no bonuses, mandatory loss-rate disclosure.
- Segregated client money and the MiFID II conduct and reporting requirements.
- The Investor Compensation Fund, covering up to €20,000 per client. This is the EU minimum. It is well below the UK's £85,000 or Spain's €100,000, and it is the single most important number to know about a Cypriot licence.
The enforcement record
CySEC has been criticised over the years for supervising a sector that grew faster than its resources, and it has responded with a visible enforcement programme — fines, licence suspensions and withdrawals are published on its site. Reading a specific firm's enforcement history there is more informative than any general judgement about the jurisdiction. The register is public and searchable by licence number.
The trap to avoid
Many groups operate a CySEC entity alongside an offshore one in Seychelles, Mauritius or Saint Vincent. The website carries the CySEC licence prominently; the account you are offered — particularly if you want higher leverage — may be with the offshore entity, which has none of the above protections. Read the entity name on the client agreement, not the logo in the footer. This single check is the most valuable thing a trader can do with a Cypriot broker.
