Finland supervises investment firms through Finanssivalvonta, the Financial Supervisory Authority, and most brokers serving Finnish clients hold a licence elsewhere in the EEA and passport in. The domestic industry is small; the regulatory experience is the standard European one.

Trading conditions

The ESMA product intervention applies unchanged: 30:1 leverage on major currency pairs, 20:1 on minors, gold and major indices, 10:1 on other commodities, 5:1 on individual shares and 2:1 on cryptocurrencies. Negative balance protection is mandatory, margin close-out is set at 50% of required margin, bonuses and trading incentives are prohibited, and every broker must publish the percentage of its retail accounts that lose money. Binary options may not be sold to retail clients.

Tax

Capital income in Finland is taxed at a flat rate with a higher band above an annual threshold, so a very profitable year is taxed more heavily than a modest one. The practically important feature is loss treatment: capital losses may be carried forward for several years and offset against later capital income. For a trader, that matters more than the headline rate, because trading results are lumpy and a regime that strands a bad year's losses is far more expensive than one that lets them shelter a good year.

A Finnish intermediary reports transactions to the tax authority, and the pre-completed return arrives largely filled in. A foreign broker does not report, so a Finnish resident using one carries the whole obligation: every trade, converted correctly, declared on the return. That difference is where most compliance problems arise.

Compensation

Finland operates an investor compensation fund for clients of domestically authorised firms. Where a broker passports in, its home state's scheme applies instead — a Cypriot licence means the €20,000 Investor Compensation Fund rather than any Finnish limit. Read the entity name on the client agreement; it decides this.
