Montenegro's capital market is supervised by the national Capital Market Authority, with the Central Bank of Montenegro overseeing banking. The market is small, and there is no domestic framework licensing retail leveraged foreign exchange.
Unilateral euroisation
Montenegro adopted the euro unilaterally, without an agreement with the EU and without euro area membership — a continuation of its earlier use of the Deutsche Mark during the break-up of Yugoslavia. It uses the currency without any of the institutional participation that comes with membership.
The trade-off is the classic one. The country imports monetary stability and eliminates exchange-rate risk against its main trading partners, and it gives up monetary policy entirely: no ability to set interest rates for domestic conditions, no devaluation as an adjustment mechanism, and a central bank that cannot act as lender of last resort in the currency its banks use. For a trader, funding a euro trading account costs nothing in conversion, and the country stands as a live illustration of what an exchange-rate regime actually determines.
How residents trade
With foreign brokers, most often EEA-licensed firms. The licensing state's rulebook and compensation scheme apply: an EU licence brings the ESMA caps, negative balance protection and the home state's compensation fund, while an offshore licence brings none of it. The domestic authority has no jurisdiction over a foreign broker.
EU accession
Montenegro is the most advanced EU candidate in the region and is progressively aligning its financial legislation with the acquis, which points toward eventual application of the MiFID framework. Candidate status confers no current EU protections and no passporting rights.
Cautions
The country has been used as a base for cross-border financial operations of varying legitimacy, and residents are targeted by investment fraud. The rules that prevent most of it: treat unsolicited contact about trading as fraud, verify licences on the issuing regulator's own website rather than via a link you were sent, and never grant remote access to your device.
Checks
The Capital Market Authority publishes a register of licensed participants and public warnings.
