Ukraine regulates currency operations through the National Bank of Ukraine, with the NSSMC covering securities markets. The licensing framework was modernised in 2019 under the currency liberalisation law, and then overtaken by circumstances.

The wartime restrictions

Since February 2022 Ukraine has operated under martial law, and the NBU has imposed currency controls that directly affect anyone trading with a foreign broker: restrictions on cross-border transfers, limits on foreign currency purchases by individuals, caps on card spending abroad, and a fixed or tightly managed hryvnia exchange rate. The measures are adjusted regularly as conditions change.

The practical position is that funding a foreign trading account from Ukraine is constrained by the rules in force at that moment, and those rules change more often than any published guide can track. Verify the current NBU position directly before assuming a transfer is permitted, and understand that a broker cannot resolve a restriction imposed by your own central bank.

The licensing regime

The NBU licenses institutions to conduct currency operations, and firms offering margin trading to Ukrainian residents fall within its perimeter. In practice much of the retail activity historically ran through offshore entities marketing into Ukraine. The regulator publishes warnings about unlicensed operators, and Ukraine has been a heavily targeted market for fraudulent call-centre operations — several have been raided and prosecuted, some running from within the country against victims abroad.

  • Treat unsolicited contact about currency trading as fraud until proven otherwise. This is the single most common vector in the region.
  • Establish which legal entity holds the account and which regulator supervises it, before any deposit.
  • A licence held by a group's foreign parent does not cover the offshore entity you are actually signing with.

Corridors have narrowed and reopened repeatedly since 2022, so a second verified route is worth having. Gains are taxable as personal income with a military levy applying; a foreign broker does not report, leaving the declaration to the resident.
