Oceania is dominated by one regulator. Australia's ASIC licenses a large brokerage industry that serves clients well beyond the region, and its rules effectively set the standard for anyone trading from the Pacific.

Australia

ASIC operated a permissive regime for years, and brokers offering 500:1 leverage from Sydney were common. That ended in March 2021, when a product intervention order brought Australia close to European levels:

  • 30:1 on major currency pairs, 20:1 on minors and gold, 10:1 on other commodities, 5:1 on shares, 2:1 on cryptocurrencies.
  • Negative balance protection and margin close-out at 50%.
  • No inducements to open accounts.

The change mattered globally, because a great many international traders held Australian accounts specifically for the leverage. Note also that ASIC restricted the issuing of CFDs to retail clients: some brokers responded by moving international clients to offshore entities within the same group. Check which entity holds your account β€” an Australian brand does not guarantee Australian regulation.

New Zealand

The FMA licenses derivatives issuers, and the requirements are real: statutory trust arrangements for client money and licence conditions the regulator enforces. The complication is the Financial Service Providers Register, a public list of registered firms that involves no supervision at all. Firms have long cited FSPR registration as if it were a licence. Registration is not authorisation; look for a derivatives issuer licence specifically.

The Pacific islands

Vanuatu licenses a substantial number of offshore brokers through its Financial Services Commission, with modest capital requirements and limited supervisory capacity. Fiji, Papua New Guinea and the Solomon Islands have small domestic financial sectors and no retail derivatives industry; residents deal with Australian, New Zealand or offshore firms.

Practical points

Compensation arrangements are thinner than in Europe: neither Australia nor New Zealand operates a compensation scheme comparable to the FSCS, so client-money segregation is what actually protects you if a broker fails. Australia has the AFCA external dispute resolution scheme, which is a real and useful avenue. Verify the AFS licence number on ASIC's register, and confirm the entity name on your account agreement matches it.
